Yes. You can receive red envelopes across multiple hours, as long as you continue to qualify.
You will receive an in app notification and can also find the red envelope in your inventory. From there, you can choose one to open and reveal a random scratcher.
No. Red envelopes are limited and awarded at random each hour. If there are more eligible users than available envelopes, not everyone will receive one. Taking part across multiple hours gives you more chances to receive a reward.

Yes. You can send Chinese New Year gifts from the gifting page in your account menu. For a limited time during Chinese New Year, gifts can be sent as red envelopes. Look out for the red envelope icon and the Create red envelope option.
